In order to close critical road connection gaps in rural and border regions, the state administration has suggested extending the “Mukhyamantri Sadak Yojana – Connecting Missing Road Links (MMSY-CMRL)” for a further four years. With an expenditure of Rs 1,547.55 crore, the Rural Development Department has suggested extending the program from 2026–2027 to 2029–2030.

 

The program was first introduced in 2020–2021 under the name “Inter District, Inter Block Connectivity.” In 2022–2023, it was renamed “MMSY-Connecting Missing Road Links.” It was formerly authorized for two years, from 2023–2024 to 2024–2025, with an expenditure of Rs 1,160 crore for 673.49 km. 635.12 km of enhancement work were finished under the plan in 2025–2026. The plan seeks to fill in the gaps in interstate, interblock, and interdistrict road connections. By connecting highways to those in adjacent states, it also aims to minimize travel distances between blocks, districts, and neighboring states in border areas.

 

In order to raise people’s general quality of life, it also seeks to increase access to health and education facilities, hospitals, schools, colleges, panchayats, marketplaces, tourist attractions, and trade hubs. The plan calls for the building of new roads, bridges, and CD works to fill in the gaps, or for the provision of bridges and modest CD works to connect existing roadways. The agency has established a goal to complete 3,214.88 km of road projects between 2026–2027 and 2029–2030, in addition to finishing current projects and building linking bridges other CD works as needed. The Rural Works Organization’s departmental engineers will carry out the projects, creating blueprints, drawings, and other technical information.

 

The contract will include yearly regular maintenance for five years in accordance with the terms. During this time, contractors will be in charge of maintaining a flawless road surface. Each project will have a five-year fault liability period from the date of completion, during which the contractor will be responsible for fixing any flaws at his own expense.

 

A typical Quality Assurance Document will include the kinds and frequency of testing to guaranty quality. Every test will be carried out in government-run or government-approved labs. Independent State Quality Monitors will conduct third-party quality assessments in accordance with the SQM model used for PMGSY programs. At the conclusion of the program time, the Finance Department will confer with competent agencies to perform a third-party review of the program.
