Pratap Keshari Deb, an MLA and senior party leader, was previously named by the party as the state returning officer for the organizational elections for the third time in a row. Senior BJD leader Deb expressed gratitude to Patnaik for selecting him as the state returning officer for the third time in a row after accepting the role. He informed reporters that there will be four stages to the elections for different party organizational entities.

Deb went on to say that elections will be held at the local level initially, followed by those at the district, state, and block levels. He also said that before the organizational elections begin, an election calendar would be created and election conducting and monitoring officers will be recruited. Additionally, Deb told the media that the entire organizational polling process will be finished in three months.
