From grassroots leadership and infrastructure development to regional aviation and drone technology, Rabi Moharana is exploring new pathways to connect communities, create opportunities and support Odisha’s next phase of growth.
For Rabi Moharana, the future of Odisha’s development may lie as much in the sky as on the ground. As Founder and Chairman-cum-Managing Director of Air Utkal Pvt. Ltd., he is positioning the newly launched company to explore opportunities across aviation infrastructure, helicopter services and emerging aerial technologies. His approach reflects a business decision shaped by changing market conditions and the growing potential of regional connectivity.

Moharana’s association with aviation infrastructure goes back to his family’s construction business, through which he was exposed to airport-related development. However, the decision to enter aviation as an entrepreneur is, as he explains, driven by commercial pragmatism rather than inheritance. With conventional infrastructure facing saturation, he sees aviation as an evolving sector with opportunities for diversification and long-term growth.
Air Utkal’s vision extends beyond conventional helicopter operations. The company is exploring heliport development at Konark and Gutari in Kandhamal district under Odisha’s proposed public-private partnership framework. Its intended services include air taxis, air ambulances and specialised helicopter operations, alongside broader aviation infrastructure solutions. The company profile also outlines ambitions spanning tourism heliports, hospital helipads, aviation consultancy and logistics-related infrastructure.
For Moharana, the larger opportunity lies in building an ecosystem that supports connectivity, tourism, emergency response and employment. The company is also exploring drone-pilot training and drone manufacturing through its association with Aero Pioneer Institute. He believes unmanned aerial vehicles could contribute to disaster response and rescue operations, demonstrating how aviation technology can serve practical community needs beyond transportation.
Yet, he acknowledges that regulatory flexibility and government policies will significantly influence the sector’s development. Aviation requires substantial investment, operational clearances and coordination between public and private stakeholders. Moharana believes that transparent, supportive policies and effective partnerships will be essential to translating entrepreneurial ambition into functioning infrastructure.
His business journey is complemented by a long record of grassroots engagement. As Sarpanch of Dhauli Gram Panchayat from 2012 to 2017, he received the Panchayat Sashaktikaran Puraskar for 2014–15, a national recognition documented in his political profile. His work has also included livelihood and women’s empowerment initiatives, farmer outreach, educational development and community programmes. As Development Coordinator of the Kalinga Nippon Buddha Sangh at Dhauli Shanti Stupa, he has been associated with tourism infrastructure, heritage initiatives and activities promoting peace and brotherhood.

Despite his expanding professional ambitions, Moharana continues to reside in his native village in Dhauli. This connection to his roots remains a defining aspect of his personal journey. Looking ahead, he also hopes to build a sustainable enterprise that creates opportunities for the next generation, with his son involved in Air Utkal and his daughter, a data scientist based in London, contributing to its future direction.
His advice to aspiring entrepreneurs is grounded in preparation and independence: acquire the necessary training, develop practical capabilities and then pursue opportunities. For Moharana, Odisha’s aviation future will depend not simply on ambition, but on the ability to combine investment, technology, partnerships and execution. Air Utkal’s journey is at an early stage, but its vision reflects an emerging possibility for the state one in which the sky becomes another avenue for connectivity, enterprise and development.
