LEADERSHIP BEYOND RAILS

For Anup Kumar Satpathy, IRTS, public service has never been about authority or the power attached to a position. It is about responsibility, integrity and the ability to make a meaningful difference in the lives of others. A seasoned railway officer, motivational speaker and advocate of social and environmental responsibility, Satpathy’s journey reflects a philosophy grounded in simplicity, courage and an enduring willingness to learn.

With over three decades of experience in the Indian Railways, Satpathy’s professional journey has taken him across challenging assignments and diverse railway divisions. Currently serving as PCSO in South East Central Railway, Bilaspur, he has witnessed the complexities of managing one of the world’s largest railway networks, where operational efficiency and passenger safety must remain paramount.

Yet, the foundations of his character were laid far from the corridors of administration. Born in Kamodha, a small village in the present-day Jharkhand region, Satpathy received his early education in an Odia-medium school. His formative years, followed by higher education in Odisha, shaped his cultural identity and leadership abilities. As a student leader, he served as general secretary and president, organising events that brought prominent personalities.

His entry into civil services was inspired by two district collectors who recognised his leadership potential. After clearing the examination on his first attempt, he eventually joined the Indian Railway Traffic Service, beginning a career defined by demanding responsibilities and continuous learning.

For Satpathy, leadership is not about being feared; it is about being legally, morally and professionally correct. His democratic approach to administration rests on treating colleagues like family while remaining accountable to the Constitution of India. He believes that civil service is a commitment to the public, not a pursuit of personal power.

Railway operations, he explains, require a delicate balance between technology, planning and human judgement. Train delays and congestion can arise from track constraints, level-crossing operations, chain pulling, medical emergencies and the growing gap between demand and available capacity. While technological advancements are strengthening operational control, human intervention remains indispensable. The larger ambition, he emphasises, is to build a railway system that continually works towards eliminating accidents and casualties.

His contribution extends beyond the workplace. During his tenure as Divisional Railway Manager in Visakhapatnam, he recalls helping restore passenger operations after the prolonged disruption caused by the pandemic. His interest in tree plantation, landscape development and environmental improvement further reflects his belief that public institutions can contribute to a greener society. Supported by his family’s expertise in yoga and landscape design, he values the connection between individual well-being, community participation and environmental stewardship.

An engaging motivational speaker, Satpathy draws inspiration from freedom fighters, his grandparents, his hardworking father and his courageous mother. Personal hardships, including the loss of his father and periods of financial difficulty, have reinforced his belief that resilience is best measured by how one navigates adversity.

His message to young people is simple but powerful: remain rooted in your values, embrace modern science, question superstition and never depend on a single opportunity to define your future. For him, love, rationality, courage, honesty, patriotism and non-violence are the qualities that make a person truly successful.

As he approaches the concluding years of his railway career, Satpathy hopes to guide aspiring civil servants and continue contributing to society. His journey offers a reminder that the finest measure of a career is not the designation one retires with, but the values one leaves behind.

For IRTS Anup Satpathy, service is a profession, learning is a lifelong pursuit, and being a good human being remains the most important achievement of all.
