Bhubaneswar | 23 October 2026
Odisha’s industrial ambitions have received a significant boost as Navratna public sector enterprise NLC India Limited (NLCIL) has signed three Memoranda of Understanding (MoUs) with the Industrial Promotion and Investment Corporation of Odisha Limited (IPICOL), outlining major initiatives in thermal power generation, beach sand mineral processing and coal gasification.
The agreements, signed in Mumbai on 22 October 2026, encompass proposed investments totalling approximately ₹37,000 crore across the power and mineral-processing projects, alongside a separate feasibility initiative for coal-based synthesis gas production.
With a proposed generation capacity of 3,200 MW and an estimated 4,500 employment opportunities across the two investment projects, the announcement marks an important development in Odisha’s efforts to expand its industrial infrastructure and strengthen its position in India’s energy economy.
₹35,000-Crore Thermal Power Project: A Major Energy Investment
At the centre of the agreements is a proposed 3,200 MW ultra-supercritical coal-based thermal power plant, involving an estimated investment of ₹35,000 crore.
The proposed facility will comprise four generating units of 800 MW each, representing a substantial addition to the state’s potential power-generation infrastructure.
NLC India estimates that the project could create approximately 4,000 employment opportunities.
The investment comes at a time when reliable electricity supply remains essential to industrial expansion, manufacturing growth and India’s increasing power requirements.
Ultra-supercritical power plants operate at higher steam temperatures and pressures than conventional thermal facilities, allowing greater thermal efficiency. Nevertheless, they remain coal-based projects, and their environmental impact will depend on fuel use, emissions-control systems and regulatory compliance.
If implemented successfully, the project could contribute to power availability, infrastructure development and associated economic activity in Odisha.
₹2,000-Crore Beach Sand Mineral Processing Facility
The second major initiative involves a proposed beach sand mineral processing facility with a tentative investment of ₹2,000 crore.
According to the announced plans, the project could generate approximately 500 employment opportunities.
Beach sand minerals are important industrial resources with applications across manufacturing and advanced materials industries.
Minerals such as ilmenite, rutile and zircon are used in sectors including pigments, ceramics and titanium-related manufacturing.
The proposed facility signals an interest in expanding mineral processing and value addition, rather than relying solely on the extraction and movement of raw materials.
For Odisha, which already possesses a substantial mineral-based industrial economy, additional processing capacity could support industrial diversification and the development of downstream activities.
However, the project’s final scope, location, investment and implementation schedule will depend on subsequent planning and approvals.
Coal Gasification: Exploring a New Link with Fertiliser Manufacturing
The third agreement focuses on examining the technical feasibility of coal gasification for producing synthesis gas, commonly known as syngas, for potential use in the fertiliser sector.
Coal gasification converts coal into a gaseous mixture containing components such as hydrogen and carbon monoxide, which can serve as inputs for certain chemical and industrial processes.
The initiative is intended to explore whether coal-derived syngas could support fertiliser-related production.
Unlike the proposed thermal power and mineral-processing projects, no specific investment amount has been announced for this feasibility initiative.
The agreement therefore represents an exploratory step rather than a confirmed fertiliser manufacturing investment.
Its future development will depend on technical feasibility, commercial viability, environmental considerations and further project decisions.

Odisha’s Industrial Growth Story Gains Momentum
The agreements underline Odisha’s continued efforts to attract major industrial investments and strengthen its infrastructure.
The state’s established strengths in minerals, metals, energy and manufacturing provide a foundation for new industrial projects and associated supply chains.
Large power-generation investments can support wider economic activity through construction, engineering, equipment procurement, logistics and supporting services.
Similarly, mineral-processing projects may encourage value addition and create opportunities for specialised industrial capabilities.
The proposed employment opportunities are particularly significant in a state seeking to expand access to industrial and technical careers.
Nevertheless, the actual employment and economic benefits will depend on project execution, commissioning and the extent of local participation.
Senior Leadership Witnesses the Agreements
The MoUs were signed by I. S. Jasper Rose, Executive Director (Mines & Land), NLC India Limited, and Aboli Sunil Naravane, IAS, Managing Director, IPICOL.
The signing ceremony was attended by Odisha Chief Minister Mohan Charan Majhi, Hemant Sharma, IAS, Additional Chief Secretary (Industries & Energy), and Dr. Prasanna Kumar Acharya, Chairman and Managing Director, NLC India Limited.
Their participation reflects the importance attached to the proposed collaboration between the state government and the central public sector enterprise.
NLC India’s Expanding Role in Odisha
The latest agreements also form part of a wider pattern of NLC India’s involvement in Odisha’s energy sector.
In July 2026, NLC India and National Aluminium Company Limited (NALCO) signed a joint venture agreement for a proposed 1,080 MW captive thermal power plant at Angul.
NLC India’s renewable-energy subsidiary has also partnered with the Odisha Renewable Energy Development Agency (OREDA) to pursue green-energy projects in the state.
Together, these developments demonstrate the company’s interest in both conventional power infrastructure and emerging energy technologies.
The expansion also raises an important policy question: how can Odisha meet growing industrial electricity demand while pursuing cleaner and more sustainable energy systems?
Balancing reliable power supply, industrial competitiveness and environmental responsibility will remain central to the state’s long-term development.
From Agreements to Implementation: The Road Ahead
While the scale of the announced investments is substantial, the signing of MoUs represents an initial commitment to pursue the projects rather than confirmation that construction has begun.
Important steps may still include detailed project reports, financing arrangements, land identification, environmental and statutory clearances, procurement and implementation planning.
The locations and completion timelines of the newly proposed facilities have not been established in the information announced so far.
Their eventual impact will therefore depend on how quickly the agreements progress into approved, financed and operational projects.
Towards a Stronger Industrial Odisha
The NLC India–IPICOL collaboration represents a potentially important chapter in Odisha’s industrial development.
With ₹37,000 crore in proposed power and mineral-processing investments, a 3,200 MW generation plan and an estimated 4,500 employment opportunities, the agreements illustrate the scale of industrial activity being pursued in the state.
The coal gasification feasibility initiative adds another dimension by exploring possible connections between energy resources and fertiliser manufacturing.
For Odisha, the larger opportunity lies in converting investment intentions into sustainable economic value, productive infrastructure, skilled employment and long-term industrial competitiveness.
The real measure of success will not be the value of agreements signed, but the industries built, opportunities created and lasting benefits delivered to the people of Odisha.
