Arun Kumar Panda, a former IAS official, has been appointed as the chairman of the sixth State Finance Commission, which the Odisha government has established. The commission also includes Dr. Bibhu Prasad Nayak, a professor at TISS, Prof. Amaresh Samantray from Pondichery University’s Department of Economics, and Prof. Asit Ranjan Mohanty from XIMB. The Member Secretary is Dr. Satya Priya Rath, who was previously the Additional Secretary of the Finance Department.
Six months will pass after the date of notice for the Chairman and the other commission members, including the Member Secretary. With the exception of the Member Secretary, the Chairman and other members will serve on the commission either full-time or part-time. In addition to their personal responsibilities, the Member Secretary will serve on the commission full-time.
The panel will offer recommendations on issues such how the state and three-tier Panchayati Raj Institutions and Urban Local Bodies should split the net profits of taxes, tariffs, tolls, and fees, as well as how each party should divide its portion.
