For its exceptional accomplishments in the execution of the Digital India Land Records Modernization Programme (DILRMP), Odisha has been given the Bhoomi Samman Award 2023 as the Best State in the Nation. 19 districts in Odisha, out of the 68 in the nation, have achieved 100% of the DILRMP’s objectives and won honorable mentions.
Droupadi Murmu, the President of India, presented the honor at Vigyan Bhawan. Satyabrata Sahu, Additional Chief Secretary to Government, Revenue & DM Department, and senior officers of Revenue & DM Department represented the Odisha team. It is encouraging to learn that 19 districts in Odisha, out of 68 districts nationwide, have achieved 100% of the DILRMP’s objectives in 6 of its components.

Angul, Boudh, Bargarh, Bhadrak, Deogarh, Dhenkanal, Gajapati, Ganjam, Jagatsinghpur, Jajpur, Kendrapara, Keonjhar, Khordha, Koraput, Nabarangpur, Nayagarh, Nuapada, Rayagada, and Sambalpur were among the 19 districts that received the Bhoomi Samman Award from the President of India.
Their concerned Collector/ADMs spoke for the districts. Ajay Tirkey, Secretary, DoLR, and Faggan Singh Kulaste, Minister of State, Steel & Rural Development, both attended the occasion.
On direction of Chief Minister Naveen Patnaik and by following 5T Mantra and tenets of “Mo Sarkar”, Odisha has been a pioneer state in digitization of land records and public services.
