Odisha government must finalize administrative boundaries by June 30.

The Odisha government has set June 30, 2025, as the deadline to finalize the borders of all administrative entities, including districts, sub-divisions, tahsils, revenue villages, and urban local bodies (ULBs), in a significant step towards the forthcoming national census. The Revenue and Disaster Management Department has officially announced that the state government has permitted modifications to these administrative divisions’ borders till the end of June. Following this date, no changes will be allowed for Census enumeration purposes, and the borders will be locked on July 1, 2025.

“The State Government do hereby allow changes of administrative boundaries of the Districts, Sub-Divisions, Tahasils, Revenue Villages and also Urban Local Bodies so fixed including boundaries fixed under any law for the time being in force, before 30th June, 2025. The boundaries of administrative units for ensuing Census will be frozen on 1st July, 2025,” the notification stated.

A common practice used to guarantee the precision, uniformity, and comparability of data across all areas is the freezing of administrative borders before a census. By taking this procedure, census officials can prevent inconsistencies between administrative records and population counts during enumeration. To guarantee a seamless and accurate Census operation, district administrations and local bodies throughout Odisha have been directed to finish any necessary administrative unit restructurings or revisions well in advance of the June 30 deadline.
