In an important move to address long-standing administrative issues and guarantee equitable growth in the Koraput district’s Kotia Gram Panchayat, the Odisha government has chosen to create a separate agency to carry out all welfare programs using a single system. This decision was made during a high-level meeting on April 22, 2025, which was presided over by Chief Minister Mohan Charan Majhi. During the discussion, it was emphasized that the Kotia group of villages under Pottangi block needed a strong and cohesive administrative structure.
To suggest the form of this unique organization, the government has recently established a special 16-member committee, chaired by the Minister of Revenue and Disaster Management. The committee will establish the financing source, the operational hierarchy of the agency, and the convergence model for different departmental plans. In order to make sure that Odisha’s welfare programs are on par with or better than those provided by the neighboring state, it will also compare them.
A senior official from the Odisha Administrative Service (OAS) or Odisha Revenue Service (ORS) cadre would lead the planned special agency, which will have its own office. In order to provide Kotia Gram Panchayat inhabitants with efficient and well-coordinated service delivery, the goal is to unify all departmental functions, which are now operating separately. By promoting the Odia language, literature, festivals, and customs in the neighboring areas under the larger initiative of “Odia Asmita,” the committee will also concentrate on enhancing the region’s cultural and linguistic identity and creating a stronger sense of community among the local populace.
The committee includes senior officials from key departments, including Revenue, Home, ST & SC Development, Rural Development, Labour, Food Supplies, Odia Language and Culture, Law, Education, Panchayati Raj, Health, and others. The Collector and SP of Koraput, as well as the DIG, South Western Range, and RDC of Southern Division, are also members of this high-powered panel.
