Born in 1986 in Rangiagada, Jagatsinghpur district, Mr. Swain pursued an MBA from the Magnus School of Business, equipping himself with a deep understanding of business dynamics and governance. His grassroots connect and keen policy acumen enabled him to rise swiftly in Odisha’s political sphere. Elected as the MLA from the Paradeep constituency in the 2024 Odisha Legislative Assembly elections, he secured a resounding victory with over 84,518 votes. Recognizing his vision for industrial transformation, he was appointed Minister of State (Independent Charge) for Industries, Skill Development, and Technical Education.
Under Mr. Swain’s leadership, Odisha is emerging as a premier investment destination for domestic and international businesses. He has played a pivotal role in attracting investments across key sectors such as mining, metallurgy, textiles, IT/ITeS, petrochemicals, green energy, and electronics manufacturing. His focus remains on sustainable growth, skill development, and large-scale job creation.
A landmark initiative under his tenure is the upcoming Utkarsh Odisha – Make in Odisha Conclave 2025, a flagship investment summit aimed at securing high-value investments. Leading delegations across India and abroad, he has engaged with business leaders to showcase Odisha’s industrial potential. With its EDGE (Economy, Demography, Geography, Ecosystem) framework, Odisha is now positioned as a thriving investment hub.
Odisha’s rapid industrial progress has been bolstered by business-friendly policies championed by Mr. Swain. The state has been recognized as a Top Achiever by the Department for Promotion of Industry and Internal Trade (DPIIT). He has spearheaded initiatives like GO-SWIFT, a streamlined single-window clearance system ensuring faster approvals and an enhanced ease of doing business environment. Additionally, he has prioritized digitization, industrial corridor development, and regulatory reforms to eliminate bureaucratic hurdles and attract large-scale investments.
Mr. Swain believes in fostering a pro-industry climate for sustainable economic expansion. “Odisha is committed to creating an environment that supports business growth and investment. Our policies ensure transparency, efficiency, and long-term stability for investors,” he stated in a recent address.
Under his leadership, Odisha is forging strong global partnerships. The Utkarsh Odisha Conclave 2025 will welcome delegations from Singapore, Malaysia, Australia, Poland, the UK, and the US, paving the way for technology transfers, joint ventures, and innovative industrial collaborations. He has also been a strong advocate of Industry 4.0 technologies, emphasizing automation, IoT, and AI integration into Odisha’s industrial ecosystem.
A core priority for Mr. Swain is job creation. His initiatives are set to generate thousands of jobs across manufacturing, IT, and logistics. Complementing this effort, he has launched skill development programs in collaboration with academic institutions and industry leaders to cultivate a highly skilled workforce. His ambition is to position Odisha as a hub of employment-driven industrial growth.
Upon assuming office, Mr. Swain conducted a comprehensive review meeting with key officials, outlining his vision for Odisha’s industrial future. “Industrialization is a key driver of economic growth and development. We must work collectively and proactively to streamline processes and create an environment conducive to industry growth,” Mr. Swain remarked.
