Championing Sustainable Livelihood: Mr. Jugala Kishore Pattanayak, Founder & MD, Mahashakti Foundation

In many rural regions where opportunities are scarce and progress moves slowly, Mr. Jugal Kishore Pattnayak has spent more than three decades creating meaningful, measurable change. Known for his steady, compassionate leadership, he has emerged as a strong advocate for sustainable livelihoods, financial inclusion, and community-driven development. As the Co-Founder of Mahashakti Foundation, his work embodies a lifelong commitment to helping communities grow with dignity, independence, and resilience.

 

Pattnayak’s journey began in the Ganjam district, where early exposure to social and economic inequalities shaped his resolve to work for marginalized communities. Armed with a Post-Graduation in Political Science and Rural Development, along with a Diploma in Microfinance from the Indian Institute of Banking & Finance, he entered the development sector with both academic depth and a grounded understanding of grassroots realities.

His early collaborations with global development organizations—including Oxfam, UNICEF, DFID, and CARE India—proved instrumental in honing his approach. As the Team Leader of CARE’s CASHE Program (2000–2006), he guided one of the largest microfinance and enterprise development initiatives in the country. The program strengthened women’s groups, expanded access to credit, and fostered institutional models that promoted entrepreneurship across remote regions. These experiences cemented his belief that sustainable progress emerges only when communities lead and own their developmental processes.

 

Driven by this philosophy, Pattnayak co-founded Mahashakti Foundation, which today stands as one of the most impactful livelihood institutions in the region. Under his leadership, the Foundation has promoted 45 Community-Based Institutions (CBIs) across 20 districts, positively influencing nearly 2 lakh households through initiatives focused on livelihood enhancement, financial inclusion, and enterprise development.

 

His work has generated employment opportunities for more than 600 rural professionals. Beneficiary families now earn, on average, an additional income of ₹5,000 per month through enterprises supported by Mahashakti. With over 45 strategic partnerships—including government bodies, CSR organizations, and international development agencies—Pattnayak has built a strong collaborative ecosystem that supports long-term, community-driven growth.

 

His perspectives have been enriched by extensive international exposure, including studying livelihood systems in Sri Lanka and Bangladesh, undergoing strategic risk response training with IFC in Washington DC, and exploring cooperative models in Sri Lanka. These global learnings have enabled him to adapt best practices to local needs with remarkable effectiveness.

 

Pattnayak’s contributions have been widely recognized. His awards include the Lighting a Billion Lives Partnership Award (2016), Change Agents Award (2017), Man of the Mission Award (2022), and Legends of ESAF Award (2024)—each acknowledging his impactful efforts toward empowering underserved communities.

 

Despite his achievements, he remains grounded and deeply connected to the field. His leadership style is rooted in humility, patience, and a steadfast commitment to building systems that continue to empower communities long after projects conclude. He firmly believes that economic empowerment forms the bedrock of dignity and that sustainable change begins when individuals gain the tools and confidence to shape their own future.

 

Through his enduring work, Jugal Kishore Pattnayak continues to illuminate a path of resilience, livelihood, and hope—helping thousands move toward a more secure, equitable, and inclusive tomorrow.
