In January 2023, Bhubaneswar will host the second edition of.Fest. With the Hockey World Cup approaching in a few months, a review meeting was held under the chairmanship of Development Commission cumAddl. Chief Secretary, with the presence of senior officials from all concerned departments such as Sports, Tourism, Housing and Urban Development, Commissionerate Police, Energy, NHAI, and senior officials from Sundergarh District Administration.

As part of the preparations for.FEST and the city makeover, four major action points were identified and assigned to relevant government agencies. It has been decided to improve the Priority Road Network (PRN) in Bhubaneswar, which consists of approximately 80 kilometres of roads running along major landmarks and priority areas. Similarly, it was decided that no road digging would be permitted by any agency or department, particularly WATCO, GAIL, and internet service providers, beginning December 1st, 22 without prior approval from the BMC. Handlooms Textile & Handicrafts Department and Odia Language, Literature & Culture Department will support elements such as the Night Bazaar and city beautification works.

In 2018, Bhubaneswar hosted the World Cup Hockey with a dedicated city festival celebrating food, entertainment, art, and trails. The city celebrated for the last time in 2018 before welcoming Fani in 2019 and Covid in 2020. As a result, the second edition of FEST is intended to promote the city as an urban tourism destination. The festival will include photo exhibitions and installations, city trails, heritage walks, an international food festival, a food truck carnival, and a flea night market to create a festive atmosphere in the city for 15 days.
