Also, we have tied up with industry stakeholders to find out the right solutions”, Manoj Mishra Secretary (Electronics & IT), Odisha government said at the recent ‘Digital Technology Sabha’ hosted by Express Computer.

Mishra was summing up the disruptive changes wrought by technology and how it has changed the government-citizen interface.

He feels that every crisis cannot be converted into an opportunity but a good leadership can bring the best out of all solutions and IT solutions must be aligned with leadership objectives.

Mishra is committed to putting in place a unified portal- www.odishaone.gov.in loaded with features like online appeal and online revision. “It’s an integrated service delivery framework both through self and common service centre (CSC) mode. It has been designed in such a way that various departmental applications can utilize the framework irrespective of their level of automation. Citizens would access online services of various departments through this portal”, he said.

Mishra, one of the most bankable and influence wielding officers in Odisha’s corridors of power is also a digital evangelist for the government sector. He has been making consistent efforts to bridge the digital divide with technology enablement.

“Odisha stands out as a state that imbibes technology as a way of life in modern day governance. As per the 5T charter of good governance laid out by Hon’ble Chief Minister, Shri Naveen Patnaik, the State is pioneering the use of tech for digitally transforming business processes and improving efficiency in public service delivery to citizens. One of the major successful initiatives by the government is Go Swift, which is a one stop investor facilitation portal for ease of doing business in Odisha. It automates major clearances, permits and approvals required for establishment & expansion of industries in Odisha. Our Student Academic Management System is also a unified, common platform for admissions and student lifecycle management for higher education (intermediate and degree colleges) across multiple streams and colleges in Odisha”, he expounds.

An IRTS officer, Mishra joined the Odisha government as special secretary (commerce & transport) and commissioner (rail coordination), a post which he still holds to this date. But the state government has profited majorly from his vision in innovation. As an officer helming the IT department, he is leading the next wave of growth for the IT ecosystem, bringing in a swarm of investments and jobs. He was instrumental in Capgemini moving to its all new, swanky campus in Bhubaneswar. Also, Mishra played a stellar role in setting up Odisha’s first and the country’s second Electropreneur Park through collaboration with the Software Technology Parks of India (STPI). He has set an ambitious target of churning out over 50 electropreneurs from this centre.
