State public universities under the higher education department will operate their hostels, human resource development cells (HRDCs), guest houses, transit houses, and other related facilities on outsourcing mode by March 31 2022.
According to reports, the department informed that it will be done for the smooth and efficient functioning of hostels and other facilities in the universities. Even the higher education department has asked registrars of these universities to identify an outsourcing agency by following due procedure to take up comprehensive hostel operation (either hostel individually or group of hostels).
Further, the agency will provide different types of manpower required to run a hostel such as a cook, cook helper, security guard, housekeeping personnel for cleaning/ sweeping/sanitation work/gardening, mess, or ward boys.
The report further added that universities will assess the requirement of different types of manpower beforehand and accordingly select outsourcing agencies for a manpower-provision contract by following due procedure. However, the universities will post their employees as caretakers (for boys’ hostel) and matron (for girls’ hostel). The institutions will ensure that the agencies deploy the agreed number and types of manpower for the operation of the hostels. The department has set a deadline (March 31, 2022) for the universities to implement this government order.
