OCAC – Transforming the Tech Landscape

The journey of Odisha Computer Application Centre (OCAC) began back in 1985 under the banner of the Society Registration Act 1860. Picture this: a transformational odyssey that started in the realm of the Science & Technology Department, Government of Odisha, only to find itself under the wings of the IT Department in 2003, now known as the Electronics & Information Technology Department.

OCAC, initially tasked with computerization, computer education, and aiding government departments in the tech realm, witnessed a seismic shift post-2000. The winds of change brought forth by technological advances, the flourishing IT/ITES services, and the burgeoning IT industry in Odisha propelled OCAC into a new era. From mere training and procurement, OCAC spread its wings to embrace the execution of e-Government projects, the orchestration of Capacity Building programs, and the management of Special Purpose Vehicles.

Fast forward to the present, OCAC stands tall as the Technical Directorate, a beacon of innovation and progress in the domain of Electronics & Information Technology. In its role as a nodal agency, OCAC navigates the vast sea of IT, ITES, and Communication, shaping policies, fostering investment, and championing Odisha as the ultimate ICT destination.

But that’s not all – OCAC’s narrative takes a thrilling turn with the notification of the ICT policy in 2014. Now, it dons the mantle of a guardian entrusted with the singular task of providing a seamless single-window clearance for investments in IT/ITES/ESDM fields up to a specified limit.

Today, OCAC is the pulsating heart of Odisha’s IT landscape. More than just a Technical Directorate, OCAC is a crucible of excellence in IT solutions and e-governance. It’s a saga of contribution, propelling the state toward a future marked by technological prowess and innovative governance.

The man helming OCAC- Mr Manoj Mishra, its Chairman and the incumbent Principal Secretary (Electronics & IT) is a visionary who embodies innovation.

OCAC has made remarkable progress under the leadership of Mr Manoj Mishra in a very short period of time. Many of the organization’s successes can be attributed to Mr. Mishra’s spirit of innovation, dynamism, and commitment to excellence.

The OCAC has created several groundbreaking projects in the areas of e-governance, healthcare, and education. There are also plans to create an online platform for filing public grievances, a network of telemedicine centres, a digital library, and a mobile-based learning platform. The OCAC has also pioneered many initiatives that have enabled government departments to adopt modern technologies such as cloud computing and big data analytics.

OCAC has also developed the Odisha Land Records Management System (OLRMS). Land records are centralized in this system, making it easier for citizens to access land ownership information, apply for land transfers, and resolve land disputes. Also, fraud and corruption have been reduced due to the improved transparency and accuracy of land records.

In recent years, OCAC has expanded its services to include areas such as cybersecurity, digital forensics, and cloud computing. With its strong track record of delivering innovative and reliable IT solutions, OCAC has become a trusted partner for many organizations in the state, providing end-to-end IT services to meet their evolving needs.

In addition to its role in the public sector, OCAC has also promoted entrepreneurship and innovation. A number of programs have been introduced to encourage entrepreneurship, such as the Digital India Programme, which provides resources and funding for young entrepreneurs. As part of the Start-up India scheme, OCAC has partnered with the Government of India to assist new entrepreneurs in starting and growing their businesses.
