With a renewed emphasis on encouraging electoral awareness, democratic values, and youth participation in the electoral process, the Chief Electoral Officer (CEO) of Odisha has instructed all District Election Officers (DEOs) to immediately revitalize and strengthen Electoral Literacy Clubs (ELCs) throughout each Assembly constituency. The Election Commission of India (ECI) has increased focus on revitalizing ELCs to improve electoral literacy, encourage informed engagement among young voters, and combat disinformation, according to a statement released by the Home (Elections) Department and the CEO’s office. Nonetheless, it noted that these clubs’ operational advancements throughout Odisha have fallen short of expectations.

 

In qualifying educational institutions, such as government and private schools, Kendriya Vidyalayas, Sainik Schools, Jawahar Navodaya Vidyalayas, colleges, universities, and other higher education establishments, the DEOs have been directed to reactivate current ELCs and create new ones. Schools have been urged to participate in the project with kids in Classes IX through XII, while universities will focus on youth in the 18–25 age range. Additionally, educational institutions are required to designate ELC coordinators or nodal instructors and promote the rotating selection of campus ambassadors.

 

A variety of awareness-raising events will be planned as part of the campaign, according to the CEO’s office. Sessions on constitutional values, democratic principles, the Election Commission of India’s operations, voter registration processes, the creation and updating of electoral rolls, Special Intensive Revision (SIR) activities, demonstrations of Electronic Voting Machines (EVMs) and Voter Verifiable Paper Audit Trail (VVPAT) systems, mock polls, debates, quizzes, essay contests, and campaigns encouraging ethical voting and awareness of false information and fake news.

 

In order to improve youth involvement and encourage responsible use of online platforms, district administrations have also been requested to incorporate ELC programs with digital and social media platforms. ELC coordinators at the assembly constituency level will be assigned to oversee execution, assist with reporting, and exchange best practices. The email also suggests awarding participation awards to active members and praising exceptional Electoral Literacy Clubs for their creative efforts.

 

The CEO’s office has instructed DEOs to accord top priority to the programme and ensure close coordination with educational institutions and other stakeholders for its effective implementation. Districts have also been asked to submit reports on ELC activities conducted during the ongoing Special Intensive Revision period by August 19 for review by the Chief Electoral Officer, Odisha. Additionally, they have been directed to update the status of active Electoral Literacy Clubs through a designated online reporting platform.
