Housing & Urban Development Minister Pratap Jena launched the Online Building Plan Approval System (OBPAS) under Sustainable Urban Service by the Odisha Government (SUJOG) where this transformative e-Gov initiative is assigned to implement the numerous advanced ICT approved services to the residents of Urban Odisha.
According to the official report to stimulate the development of Online Building Plan Applications and to guarantee the satisfaction of doing business, the Online Building Plan Approval System (OBPAS) has been distinguished as one of the fundamental reformations’ agenda under 5T.
Pratap Jena stated that OBPAS follows the necessity of the citizens, Architects, and technical bodies. OBPAS will also provide a software-based verification of building plans and details, for acquiescence with the numerous rules as defined in the ODA Act, 1982.

He further added that the system facilities online approvals of building permission and Occupancy certificate applications along with automated fee calculations and online payments with a user-friendly interface. The OBPAS is an end to end online system for the entire Building Plan Approval Processes which includes – Automated Building Plan Drawing Scrutiny, Auto Calculation and payment of Fee, Streamlined Building Permit Application process, Plinth/Roof Verification and Occupancy Certificate.
With the launch of OBPAS under SUJOG, the Odisha Government has now supported its commitment towards revitalizing the public administration to make it completely citizen-centric. As a sequel to this, Housing and Urban Development Department will be transferring all its urban services to the SUJOG Platform very soon
Principal Secretary Industries Hemant Sharma, Director Municipal Administration Sangramjit Naik, Collector Cuttack, Commissioner CMC Cuttack, Joint Secretary Sushant Mishra, and Deputy Secretary Sarada Prasad Panda were present during the occasion.
