The RFCTLAR&R Act-2013, a federal statute containing a required provision for SIA, “causes delay in acquisition of land,” the Bill claims. The state government established a task group to make the required revisions to the current central legislation since the purchase of private land under the 2013 land acquisition law has been a significant difficulty for the state government due to clauses like obligatory SIA. It also suggested steps to ensure an easy transfer of land for industrial ventures.

“States like Gujarat, Maharashtra, and Karnataka also made certain changes to the 2013 national law in 2016, 2018 and 2019 to make it applicable to their respective states. According to a statement on the bill introduced by Sudam Marndi, minister of revenue and disaster management, “all three states have also received the President’s assent.”

According to the modification, a new chapter will be added to the RFCTLAR&R Act, 2013 that would include provisions for specific projects to be excluded from SIA and for the provision of food security when acquiring land through a state government notice.
