Odisha Cabinet Approves AI Policy 2025 To Drive Innovation, Inclusive Growth

The Odisha Cabinet approved the Odisha Artificial Intelligence (AI) Policy 2025 on Wednesday, paving the way for a mission-driven approach to digital governance and innovation and marking a historic step in leveraging the transformational power of technology. The policy demonstrates the state’s intention to lead the way in the appropriate and inclusive application of AI across industries. An important part of Odisha’s larger digital transformation goal, the AI Policy 2025 aims to promote innovation, data-driven decision-making, and socioeconomic growth. It presents a thorough plan built upon four fundamental pillars: energy, talents, regulatory frameworks, and AI infrastructure.

The policy’s central component is the creation of a specific Odisha AI Mission, an apex institutional framework that would promote startups, coordinate AI initiatives, and spur the development of use cases across sectors, academic institutions, and government agencies. An AI Cell within the Odisha Computer Application Centre (OCAC) and a high-level AI Taskforce will make up the two-tiered governance structure that the Mission would function under. High-impact AI applications in important fields including healthcare, agriculture, education, disaster relief, climate change, and governance are identified under the policy. These include intelligent platforms for public participation, AI-driven personalized learning in various languages, smart irrigation systems, AI-powered illness screening and prediction tools, and predictive catastrophe response mechanisms.

The policy places a major emphasis on the ethical and secure deployment of AI in accordance with national and international norms. It suggests strong data governance procedures to guard against algorithmic bias or abuse and guarantee privacy, equity, and openness. Additionally, the framework guarantees that the priority areas of the India AI Mission—compute infrastructure, datasets, talent development, innovation, and governance—are aligned with Odisha’s AI objectives. The Odisha government hopes to establish a robust AI ecosystem, develop export-ready AI solutions, and establish the state as a national center for AI startups and public-sector innovation by announcing this strategy.

The Odisha AI Policy 2025, according to officials, would act as a spur for next-generation digital government by connecting technical advancements with inclusive development objectives for the state’s citizens.
