
When Odisha witnessed a historic political transition in June 2024 with the formation of its first BJP government under Chief Minister Mohan Charan Majhi, one minister quickly emerged as a key face of governance and administrative action — Dr. Krushna Chandra Mohapatra, Cabinet Minister for Housing & Urban Development and Public Enterprises.
A doctor by profession, an organisational leader by experience, and now an administrator overseeing Odisha’s urban future, Dr. Mohapatra’s rise from Baripada to the state cabinet reflects not only political success but also a commitment to delivering efficient governance.
Grounded in Service
Born and raised in Mayurbhanj, Dr. Mohapatra earned his BAMS degree from Mayurbhanj Ayurved Mahavidyalaya, Baripada. His years as an Ayurvedic practitioner gave him firsthand exposure to the challenges faced by ordinary citizens, particularly in rural and semi-urban Odisha.
That grassroots understanding continues to influence his administrative style today — one centred on accessibility, accountability, and results.
Taking Charge of Odisha’s Urban Future
Upon assuming office as Housing & Urban Development Minister, Dr. Mohapatra inherited one of Odisha’s most critical portfolios. The department directly impacts urban planning, housing, sanitation, water supply, transportation, and civic infrastructure for millions of residents.
One of his earliest and most decisive actions was the restructuring of oversight across Odisha’s development authorities. By taking charge as Chairman of major development authorities including BDA, CDA, RDA, PDA and others, the government established a unified mechanism for faster decision-making and better coordination of urban projects.
The move reflected a governance philosophy focused on reducing bureaucratic delays and ensuring that development initiatives move from planning tables to implementation on the ground.
