Three decades after beginning his PSU journey as a Junior Manager at Bokaro Steel Plant, the finance veteran steps into the boardroom of Mahanadi Coalfields Limited in Sambalpur.

Sambalpur: A career that began at Steel Authority of India Limited’s Bokaro Steel Plant more than three decades ago has now entered a significant new chapter in Odisha.

Nirmal Kumar Singh has assumed charge as Director (Finance) of Mahanadi Coalfields Limited (MCL), one of Coal India Limited’s major subsidiaries, bringing with him extensive experience spanning public-sector finance, accounting reforms, digital transformation and strategic financial management. His appointment is more than a change in MCL’s leadership team. It marks the elevation of a career PSU finance professional who entered SAIL as a Junior Manager in June 1995 and steadily rose through the organisation to become Chief General Manager at Bokaro Steel Plant before taking up his board-level responsibility at MCL. From Junior Manager to the Boardroom

Singh’s professional trajectory reflects the traditional strength of India’s public-sector leadership pipeline—executives developing expertise over decades before moving into strategic leadership positions.

He joined SAIL’s Bokaro Steel Plant in June 1995 and subsequently worked across major areas of Finance and Accounts. Over the years, his responsibilities expanded as he progressed through different levels of the organisation, ultimately rising to the rank of Chief General Manager. Now, that journey has brought him to Sambalpur and to the financial leadership of MCL.

The Finance Professional Behind Digital Change

What distinguishes Singh’s career is not merely its length, but his involvement in modernising financial systems.

At Bokaro Steel Plant, he led the plant’s first implementation of Indian Accounting Standards (Ind AS) and was involved in conceptualising and implementing an SAP-based automated system for Ind AS-compliant accounting. Indian Masterminds

Selected From a Competitive PSU Leadership Pool

Singh’s elevation to MCL followed a competitive selection process.

On 17 June 2026, the Public Enterprises Selection Board recommended him for the Director (Finance) position after interviewing 11 senior executives drawn from organisations including Coal India, MCL, Western Coalfields, CMPDI, Northern Coalfields, South Eastern Coalfields, RITES, SAIL and Odisha Mining Corporation. The selection therefore represented an important transition—from senior financial leadership within the steel sector to a board-level responsibility within India’s coal industry.

An SRCC Graduate and Chartered Accountant

Behind Singh’s long PSU career is a strong foundation in finance and accounting.

He graduated with Honours in Accounting and Finance from Shri Ram College of Commerce (SRCC), University of Delhi, in 1990 and qualified as a Chartered Accountant from the Institute of Chartered Accountants of India in 1994. PSU Watch

A year later, he began his professional journey at Bokaro Steel Plant.

That combination of professional qualification and more than three decades of operational experience now places him in one of the key financial leadership positions within Coal India’s subsidiary ecosystem.

As Director (Finance), Singh is expected to bring his experience in financial management, accounting reform and digitalisation to MCL’s next phase.

For more than three decades, his professional identity was shaped within SAIL and Bokaro Steel Plant. His next chapter places him within the Coal India ecosystem and at the financial helm of an Odisha-headquartered coal major.

The sectors may be different, but the fundamentals of large-scale public-sector financial management—capital allocation, cost management, compliance, technology integration and stakeholder value—remain closely connected.

His experience in transforming financial processes at Bokaro could therefore become particularly relevant as he takes on a broader strategic role at MCL.
