The Odisha Elementary Education (Method of Recruitment and Conditions of Service of Teachers and Officers) Rules, 1997 were amended by the Odisha Cabinet to address a seniority fixation problem. Seniority in the Level-II (ABEO) cadre will be determined by duration of service in Level-III, according to Rule 15(6) of the current regulations. Due to his lengthier tenure at Level-III, this has resulted in a junior being ranked higher than the senior.
Taking into consideration the issue, the government has decided to amend the rules. As per the amendment, the basis of determination of seniority should not be the length of service in a specific level, rather it should be the position in the select list, the School and Mass Education Department said.
