DS Kutte, IPS
An Indian Police Service (IPS) officer of 1997 batch from Odisha, D S Kutte, has served in various important positions throughout his career.
A notable accomplishment is his role in the successful anti-Maoist operations in Odisha. He has served as Superintendent of Police (SP) in several districts, including Malkangiri, which is one of the most Maoist-affected areas in the state. The overall security situation in the region significantly improved under his leadership, as several top Maoist leaders were arrested.
Kutte has received several awards for his service, including the President’s Police Medal for Distinguished Service and the Police Medal for Meritorious Service.
He began his career as an Assistant Superintendent of Police (ASP) in the district of Balasore, where he served for several years before being promoted to the rank of Superintendent of Police (SP). Additionally, he was the Additional Director General (ADG) of the Odisha Police Department.
Furthermore, Kutte has been actively involved in community policing and has worked to improve the relationship between the police and the general public. He has served as the Chief Minister’s Officer on Special Duty (OSD) and Internal Security, where he has been responsible for providing counsel and advice on a range of security-related issues to the Chief Minister

Kutte has also served as the Commandant of the Odisha State Armed Police (OSAP) and the Odisha Special Armed Police (OSAP). He has been a strong advocate for the use of technology in policing and has introduced several innovative measures to improve the performance of the OSAP and the OSAP.
