Due to concerns about procedural errors and insufficient land record verification, the Odisha government has halted the distribution of Bhoodan land and the associated mutation procedure. The Revenue and Disaster Management Department reports that there have been cases when recipients have received Bhoodan land without fully adhering to the current regulations and without properly reviewing land records. According to officials, these anomalies may cause legal issues throughout the mutation process and when revising land title deeds.
Due to these worries, the department has made the decision to halt the mutation process in favor of beneficiaries and the distribution of Bhoodan land until further directives. Additional Chief Secretary of the Revenue and Disaster Management Department, Dr. Arabinda Kumar Padhee, issued the directive through an official communication addressed to all Revenue Divisional Commissioners (RDCs), the Inspector General of Registration (IGR), District Collectors, and the Directorate of Land Records and Surveys.
Additionally, the State Government has instructed registration agencies to immediately refrain from registering any transfer of Bhoodan land that has already been dispersed and where mutation has been finished. Within a month, all District Collectors are required to provide comprehensive reports on land contributed to the Bhoodan Yagna Samiti, land distributed from it, land documented in official records, and land distributed to beneficiaries. RDCs, District Collectors, and other relevant authorities have been directed to make sure that the order is strictly followed and to provide Deputy Collectors, Tehsildars, and field-level officials the instructions they need to carry it out.
