He had anchored the successful conduct of public hearing for a mega greenfield integrated steel plant proposed by JSW Steel Ltd at the site near Paradip once alienated for the Posco’s $12 billion steel complex. As the collector cum district magistrate of Jagatsinghpur, Sangram Keshari Mohapatra had ensured that the hearing was done despite voices of protests who were bent on scuttling the process.
Later, Mohapatra was transferred to the state general administration department in October last year ahead of the bypoll in Tirtol. With the by-election formalities now being over, Mohapatra is back in the saddle again as the collector of Jagatsinghpur. His re-appointment as the collector of the coastal district reinforces the belief of the powers-that-be in his administrative acumen and professional integrity.
“I thank the chief minister for giving me the opportunity to to serve the people of Jagatsinghpur district. I believe nothing can be more sacred than serving motherland”, Mohapatra said.
Post joining, Mohapatra has voluntarily made public the details of his assets- moveable and immoveable properties, days after the Odisha Chief Minister Naveen Patnaik urged all elected representatives and government officials to declare their assets. The details have to be submitted to the Lokayukta annually even though the modalities or rules for disclosure are yet to be finalized by the state government.
“As per Rule 21 of the Odisha Government Servant Conduct Rules, I have regularly submitted my property details to the government every three years. There is no provision to make it public however”, said Mohapatra.
This will bring in transparency in the system and also motivate other staff, he opined.
Although there is no guideline or official communication, Mohapatra has urged all his subordinates to make public their assets.
Mohapatra was in the spotlight recently for leading the Covid vaccination drive in Jagatsinghpur. Medicine specialist, Dr Dharnidhar Senapati was the first to be vaccinated in Jagatsinghpur district. As many as 400 frontline workers were administered the vaccine at four centres set up for the purpose across the district.
After assuming charge at the office of the Jagatsinghpur collectorate, Mohapatra held meetings with administration officials, collector office staff committee, employees and stressed delivering good governance to people adhering 5Ts principle being adopted by Odisha government, furthermore he reiterated his old stance maintaining zero tolerance of corruption in administrative works.
All employees and officials working under Jagatsinghpur district administration were asked to furnish their movable and immovable property details before public domain by January 31, meanwhile he has furnished his property details before state government collector informed. Earlier staff of the collector office, senior officials like ADM Jagatsinghpur, sub-collector and assistant collectors greeted Mohapatra for assuming office as the collector of Jagatsinghpur district for the second time.
