Budget size to reach Rs 4.5L crore by FY’29

The budget of Odisha is expected to treble from Rs 2.3 lakh crore in 2023–24 to Rs 4.5 lakh crore by 2029–30 in order to achieve the goal of a Viksit Odisha by 2047. The Finance Department’s fiscal strategy report for the next five years outlines the path to achieve the goal, with a particular emphasis on increasing capital spending in the social and economic sectors that will support growth from the bottom up and advance people’s overall development and upliftment.

In 2036, Odisha will commemorate the 100th anniversary of its independence. According to the strategy report, the state government will make an effort to use resources as efficiently as possible to guarantee that, by that time, the state is well on its way to realizing the objective of Viksit Odisha. The advancement of the state depends on developmental expenditures, which comprises spending in the social and economic spheres. Therefore, it is anticipated that program expenditure will increase by double digits in order to accomplish the developmental targets. Program expenses for 2023–2024 totaled Rs 1.25 lakh crore, or 54% of the whole budget. In the current fiscal year 2024–2025, it is predicted to be roughly 58%, and it is anticipated to rise further to reach Rs 2.70, around the 60 per cent mark by 2029-30.

The estimated Rs 74,840 crore in 2024–2025 would likely be replaced by Rs 1,31,789 crore in 2029–2030 in social service spending. Similarly, from Rs 77,108 crore in 2024–2025 to Rs 1,33,795 crore in 2029–2030, more money will be spent on economic services. According to the report, this demonstrates the government’s unwavering dedication to promoting the state’s citizens’ general well-being. But the research also noted that there is still much room for improvement in Odisha’s health sector progress. In the health industry, strengthening capital infrastructure is absolutely necessary. Furthermore, the government is dedicated to giving all households access to safe and clean drinking water because it views this as a fundamental human right.

Moreover, the state administration would increase infrastructure investment in support of Prime Minister Narendra Modi’s objective of providing pucca dwellings for everyone. According to the study, the government also understands how important it is for state children to have a top-notch education so they can grow up to be responsible members of the country. Chief Minister Mohan Charan Majhi is expected to outline the state government’s policy in this area when he introduces the Appropriations Bill for 2024–25 at the Assembly’s ongoing budget session on September 13. On July 25, the chief minister, who is in charge of finances, presented the Assembly with a budget of Rs 2.65 lakh crore for the fiscal year 2024–2025.
