His father served in the state’s Veterinary Department and introduced him to the respected Marwari businessman Late Madanlal Kataruka, who later became his mentor. While Dr. Samal initially aspired to become a mechanical engineer, destiny guided him toward studying geology at Khalikote College under Berhampur University.

During his college years, he worked alongside Kataruka and learned the intricacies of business management. His mentor once told him, “Don’t regret not becoming an engineer. One day, hundreds of engineers will work for you.” This statement would later prove prophetic as Dr. Samal built a large enterprise that employs thousands of professionals across India’s mining sector.

Dr. Samal began his entrepreneurial journey in 1991 by establishing a transport and logistics proprietorship that served both government and private organizations. His entry into mining came in 2005 when he secured a contract for the Kurmitar Iron Ore Mines under the Odisha Mining Corporation. A year later, he was awarded the Gandhamardan Hill Top Quarry, and by 2009 the company formally evolved into Kalinga Commercial Corporation Limited (KCCL).

The company’s growth has been remarkable. Under Dr. Samal’s leadership, KCCL expanded rapidly and achieved significant milestones. Production capacity at the Kurmitar Mines increased dramatically within a few years, while modernization of the crushing and conveyor system at the Daitari Iron Ore Mines significantly boosted production capacity. The company also achieved record production targets at Kalta Iron Ore Mines and the Hilltop Iron Mines in the Gandhamardan Block, setting new standards for efficiency in the mining industry.

Despite facing several challenges, including regulatory restrictions that slowed mining activities across Odisha for a period of time, the company remained resilient. Through strategic planning and strong leadership, KCCL not only survived the difficult phase but emerged stronger, entering a period of rapid expansion and consistent growth.

What truly distinguishes Dr. Samal from many industry leaders is his belief that success is measured not only by financial achievements but also by the positive impact created in society. Through KCCL’s Corporate Social Responsibility initiatives, the company actively works to improve the quality of life in communities surrounding its operations. These initiatives focus on education, healthcare, environmental sustainability, and rural development.

The organization has contributed to educational development by supporting institutions and initiatives that promote learning and vocational skill enhancement. In the healthcare sector, KCCL launched the “Aarogyam Suraksha” community health program in partnership with a non-profit healthcare organization. This initiative provides free health screenings in villages near mining project sites and focuses on early detection of serious health conditions such as heart disease, kidney disorders, lung disease, and several forms of cancer.

Dr. Samal has also taken meaningful steps toward empowering women in the mining industry. Through the “Iron Women” initiative, launched in collaboration with Volvo Trucks India, women from rural and tribal communities in Odisha receive specialized training to operate heavy-duty mining vehicles. After completing their training, they are provided employment opportunities within KCCL’s mining operations. This initiative not only creates economic independence for women but also challenges traditional gender barriers in a sector historically dominated by men.

Beyond employment generation and skill development, Dr. Samal’s commitment to social welfare extends to disaster relief, infrastructure support, and humanitarian assistance. KCCL has supported relief efforts during natural disasters, contributed to infrastructure development projects, and provided assistance to families of martyred soldiers. The company has also supported the development of community facilities such as old-age homes and transportation resources for children with special needs.

A strong believer in preserving cultural and spiritual heritage, Dr. Samal has also contributed significantly to the development and support of the Jagannath Temple in Puri. These acts of service reflect his broader philosophy that industrial progress must go hand in hand with social responsibility and cultural preservation.

Today, KCCL stands as one of the leading mining and infrastructure companies in the region, employing thousands of people and generating large-scale livelihood opportunities across Odisha. Looking ahead, Dr. Samal envisions creating even greater employment opportunities while continuing to promote sustainable mining practices, technological innovation, and inclusive development.
