The Odisha Housing & Urban Development Department has issued a comprehensive directive streamlining and accelerating the clearance processes for City Gas Distribution projects, which is a significant boost to clean energy infrastructure. The state government’s campaign for a gas-based economy and greater access to piped natural gas (PNG) as a cleaner, more efficient fuel in urban areas has been strengthened by the directive, which was issued by Additional Chief Secretary Usha Padhee, who also holds the position of Chairperson of IDCO.
The new directive requires Urban Local Bodies (ULBs) to eliminate authorization costs for the installation of CGD infrastructure, including subterranean pipes. Crucially, no new permissions will be required for projects that are already in progress or have previously been approved, removing needless red tape and guaranteeing continuous project execution. The government has ordered the relevant agencies to process all CGD applications within a certain time frame in order to significantly expedite the process. In order to minimize delays and maintain implementation on schedule, restrictions on road-cutting during certain periods have also been loosened expressly for these projects.
The order guarantees responsibility while also making implementation easier. After the work is finished, CGD entities will cover the whole cost of repairing roads and other public infrastructure to the required levels. The nodal authority in charge of organizing and overseeing CGD operations throughout the state is the Director of Municipal Administration. For successful implementation on the ground, all pertinent departments—including Works, Water Resources, Energy, and Panchayati Raj & Drinking Water—have been instructed to cooperate fully.
Until June 30, 2026, or until additional directives are given, these streamlined procedures will be in force. Officials anticipate that the program will greatly accelerate the installation of PNG connections in towns and cities, encourage the use of cleaner fuels, and help Odisha’s more general objectives of energy efficiency and sustainable urban development.
