The Government of Odisha and the International Finance Corporation (IFC) signed a Programmatic Transaction Advisory Services Agreement (TASA) on July 17, 2026, marking a significant milestone in the state’s efforts to strengthen its Public-Private Partnership (PPP) ecosystem. A key objective of the collaboration is to create a robust PPP framework that encourages greater private sector participation in infrastructure and development projects across Odisha.
The agreement was formalised during a ceremony chaired by Chief Secretary Anu Garg, who highlighted the critical role of private capital investment in positioning Odisha as a nationally and globally competitive investment destination, in line with the vision of Viksit Odisha 2036. She also underscored the importance of IFC—the private sector arm of the World Bank Group—as the State’s knowledge partner in enhancing institutional capacity and strengthening the PPP ecosystem through global expertise and best practices.
Speaking at the event, Shalabh Tandon, Regional Head of Operations and Acting Regional Director (South Asia), IFC, described the partnership with the Government of Odisha as one of IFC’s key strategic priorities. He expressed confidence that the collaboration would deliver meaningful outcomes by accelerating private sector participation in the state’s infrastructure development.
The partnership aims to mobilise private investment in large-scale infrastructure projects by developing a strong pipeline of bankable and implementation-ready PPP projects. Over the next year, IFC will identify at least 20 potential projects with a cumulative investment value of approximately USD 2 billion across high-priority sectors, including renewable energy, power transmission, logistics and transport, urban infrastructure, and electric mobility (e-mobility). The initiative is expected to enhance Odisha’s infrastructure ecosystem, attract long-term investments, and drive sustainable economic growth.
