ORERA Mandates Online Upload Of Completion Certificates For Transparency

After a project is finished, promoters are required by the Odisha Real Estate Regulatory Authority (ORERA) to get completion and occupancy certifications from the appropriate authorities and post them to the RERA website. Some promoters are now sending hard copies of these certificates to the authority rather than posting them online, as required, according to a directive issued by ORERA on Friday.

Promoters must give these certificates to allottees individually or, depending on the circumstances, to the Association of Allottees collectively under the Real Estate (Regulation and Development) Act, 2016. In order to improve openness, ORERA stressed that homebuyers would be able to readily access and evaluate the certificates if they were uploaded online.

“To safeguard the interests of homebuyers, promoters are hereby instructed to upload the Completion Certificate and Occupancy Certificate on the RERA website immediately upon receipt from the competent authority,” the order stated. Additionally, promoters must submit a certificate from a chartered accountant in the specified format, along with other required documents, on the RERA website for each completed project.

The authority clarified that only after submitting the occupancy certificate, accompanied by the chartered accountant’s certificate and necessary documents, will promoters be relieved from filing Quarterly Progress Reports (QPR) for that project. ORERA warned, “Any non-compliance will be treated with utmost seriousness.”
