Chief Secretary Anu Garg presided over the 39th State Level Approval Committee meeting of the Pradhan Mantri Rashtriya Krishi Vikas Yojana Integrated Umbrella Scheme on Wednesday at Lok Seva Bhawan. In addition to discussing projects in agriculture and related fields, the meeting examined the yearly work plan for many state-linked programs under PM-RKVY for the fiscal year 2026–2027. Sachin Ramachandra Yadav, the Agriculture Commissioner and Secretary, gave a thorough presentation on the scheme’s introduction, its current state of execution, and its future work plan.
The Vice Chancellor of OUAT, Principal Secretary of the Finance Department Sanjeev Kumar Mishra, Director of Agriculture, Director of Soil Conservation, Director of Textiles and Handicrafts Department, and top officers from Water Resources, Horticulture, and other departments were present at the meeting. The term “RKVY Cafeteria” has been changed to Pradhan Mantri-Rashtriya Krishi Vikas Yojana for 2025–2026 in order to increase efficiency, prevent duplication of identical initiatives, and provide states greater flexibility to design programs according to local requirements.
During the meeting, the updated annual action plan for Odisha for 2026–2027 was presented, with an expenditure of Rs 1,037.19 crore. The National Priority Development Scheme, technology and agricultural extension, climate resilience-related efforts, and the new purpose for self-reliance and food security are the four main areas under which this plan will implement sixteen state-linked integrated schemes. In order to boost cotton output in the state, a new mission called “Kapas Kanti” has proposed a yearly action plan worth around Rs 15.01 crore. Modern agricultural technology, integrated crop management, farmer training, and productivity increase in eight districts will get special attention via this mission.
Out of the 15 projects proposed under RKVY-DPR, 12 projects have been sent to the Central Government for approval. Revised proposals as per the suggestions of the Central Government were discussed in the meeting. In addition, four new projects were also proposed for approval.
