Odisha as key beneficiary in India’s push for sustainable infrastructure

Union Finance Minister Nirmala Sitharaman highlighted a number of focused measures in the Union Budget, positioning Odisha as a key beneficiary of India’s quest for sustainable infrastructure, essential resource development, and eco-tourism.

The National Waterway-5 in Odisha would connect mineral-rich areas like Talcher and Angul to industrial hubs like Kalinganagar, while also providing effective access to important ports in Paradip and Dhamra. The move is intended to increase logistical efficiency, minimize carbon impact, and promote regional industrial growth. To facilitate this expansion, training institutes will be transformed into Regional Centres of Excellence to develop qualified personnel for inland water transport. The program is anticipated to create new job possibilities and skill development for youth throughout the corridor, in line with the overall objective of boosting sustainable freight mobility.

In the vital minerals sector, the Budget expands on the Rare Earth Permanent Magnets initiative introduced in November 2025 by proposing dedicated Rare Earth Corridors in mineral-rich states like as Odisha, Kerala, Andhra Pradesh, and Tamil Nadu. “We now propose to support the mineral-rich states of Odisha, Kerala, Andhra Pradesh and Tamil Nadu to establish dedicated Rare Earth Corridors to promote mining, processing, research and manufacturing,” according to the Finance Minister. These corridors will integrate mining, processing, research, and manufacture of rare earth elements, which are essential for electronics, renewable energy, and innovative technology.

For Odisha, with its abundant mineral resources, the measure is anticipated to attract fresh investments, strengthen the domestic value chain, and reduce reliance on imports for these strategic materials.
