Chief Secy Ahuja Directs For Strict Action Against Inefficient, Corrupt Govt Employees

All state government agencies have received strong orders from Odisha Chief Secretary Manoj Ahuja to strictly enforce the 2019 circular regarding the early retirement of government personnel with questionable integrity or inefficiency. In order to guarantee effective governance, the directive seeks to rid the administration of ineffective and dishonest personnel. Ahuja stressed the need of rigorously adhering to Circular No. 27037, which was published by the General Administration & Public Grievance Department on September 24, 2019, in a letter sent to all departmental Secretaries. This circular, which was created in accordance with Rule 71(a) of the Odisha Service Code, establishes the legal basis for mandatory retirement for workers who exhibit poor performance or integrity.

The Chief Secretary voiced worry that inept and allegedly dishonest officials have been allowed to stay in their positions because several departments have not held the required regular review sessions. According to the statement, this error has jeopardized public interest in addition to administrative efficiency. In order to determine which staff should be considered for early retirement, Ahuja has instructed all secretaries to make sure that regular review sessions are held without fail. Department heads have been directed to provide their suggestions as soon as possible after these evaluations.

Additionally, departmental secretaries have been ordered by the chief secretary to personally oversee compliance and report on developments. Concerns over corruption and bureaucratic inefficiencies in state management are on the rise, which is why this action was taken. Although the 2019 circular’s goal was to systematically fire failing officials, its efficacy has been compromised by its shoddy execution.

The state government’s renewed dedication to transparent and effective governance is demonstrated by the Chief Secretary’s involvement. The government hopes to keep only capable and trustworthy workers on staff by strictly enforcing adherence to the early retirement policy. It is anticipated that the order would result in notable enhancements to the administrative effectiveness and service provision of Odisha’s numerous government ministries.

A significant administrative reform may result from this, according to officials with knowledge of the situation, and some underperforming staff may be subject to disciplinary action in the upcoming months. The state government’s resolute position on this matter demonstrates its commitment to enhancing governance and reestablishing public confidence in the system.
