Dr. Panigrahy began his academic pursuit with a Bachelor’s degree in Engineering from University College of Engineering, Burla, followed by a Master’s degree from the then Regional Engineering College in Rourkela. His thirst for knowledge culminated in a Doctorate in Information and Communication Technology from Fakir Mohan University. His doctoral thesis focused on “System Automation in Rourkela Steel Plant,” laying the foundation for his future innovations in automation and vocational education. While many see a doctorate as a personal milestone, Dr. Panigrahy used it as a springboard to bring transformative changes to the institutions he led.
Under his leadership, Government ITI Berhampur underwent a sweeping transformation—not just in infrastructure, but in vision and outcomes. From a conventional institute, it emerged as a model of excellence in vocational education, winning accolades at the national level. Over 500 students trained under his guidance have secured placements in prestigious state and central government organizations such as DRDO, ISRO, SAIL, OPTCL, and NALCO. To celebrate their success stories, Dr. Panigrahy authored a book titled 500 Skilled Stars, which was proudly inaugurated by Shri P. K. Mishra, Principal Secretary to the Hon’ble Prime Minister of India—a moment that further underlined the institute’s growing national stature.
When he took charge as Principal of Government ITI, Berhampur, the institution was modest in scale, with limited infrastructure, low student interest, and scarce placement opportunities. Dr. Panigrahy inherited a challenge but saw an opportunity. His first mission was to change perceptions—among students, parents, and industries. Through strategic branding, massive infrastructure upgrades, and robust industry linkages, he redefined what an ITI could be. The result? A phenomenal growth in seating capacity from just 450 to over 4,500 trainees. Today, ITI Berhampur stands as the second largest in the country, recognized by the Government of India and celebrated by ASSOCHAM for its exceptional placement records.
One of the most innovative and impactful initiatives introduced by Dr. Panigrahy is the “Teaching Hospital Approach”—a model inspired by the experiential learning methods of medical colleges. In this model, students are not confined to classrooms and workshops; they engage in live industrial projects, often under the supervision of practicing engineers and professionals. This immersive environment mirrors the structure of a teaching hospital, where students learn by honing their skills in real-world settings. The approach received the prestigious Chief Minister’s Award for Excellence and Innovation in Governance, was honored with a lifetime achievement cash award, and was showcased as a “Good Practice” at Nanyang Polytechnic in Singapore.
Dr. Panigrahy also spearheaded the creation of Centers of Excellence in the automobile and electrical sectors, integrating a structured six-month industry attachment into the curriculum. This ensured that students didn’t just earn certificates—they graduated job-ready, having worked on actual projects with industry mentors. Companies across India, from Maruti Suzuki to Lava Mobiles and Suzlon Energy, now actively seek out graduates from ITI Berhampur, impressed by their professionalism, technical proficiency, and practical training.

His foresight extended into policy advocacy as well. Dr. Panigrahy strongly believes that instructors in vocational training institutions should have at least five years of industry experience before joining the government system. This simple yet transformative idea, he argues, would align training with industry requirements, enhance classroom learning, and drastically improve employability among graduates. His views stem from his own experiences in bridging the often-wide chasm between academic knowledge and workplace readiness.
Under his leadership, more than 170 Memorandums of Understanding were signed with various industries, laying the groundwork for a vast and effective apprenticeship network. These partnerships, fortified by the implementation of the Prime Minister’s Internship Programme, have streamlined the apprenticeship process, offering students seamless access to industry platforms for learning and employment.
His dedication has not gone unnoticed. From being recognized by the Ministry of Skill Development and Entrepreneurship as the Best ITI Principal in India, to receiving accolades from ASSOCHAM, the Chief Minister of Odisha, and international organizations like UNESCO and UNEVOC, Dr. Panigrahy’s work has resonated across borders. He is also a recipient of multiple awards from the Singapore Cooperation Program, a reflection of his global outlook and relevance.
Among his most celebrated initiatives is the “Waste to Wealth” program, which earned him the affectionate title of “Scrap Man of Odisha.” This project, acknowledged as a promising practice by UNESCO and UNEVOC, introduced sustainability into vocational training. At Berhampur ITI, a vibrant Scrap Park was created, serving both as an educational tool and a public attraction. Here, trainees repurpose industrial and electronic waste into functional and artistic items, learning entrepreneurship and environmental responsibility simultaneously. This initiative was later replicated at Government Polytechnic Bhubaneswar, expanding its impact.
Dr. Panigrahy’s global exposure has enriched his vision. Having attended international training programs in Sweden, Singapore, and Malaysia, he imported best practices like structured on-the-job training, green campus initiatives, and curriculum aligned with industry 4.0 requirements. He remains a key voice in shaping policy and pedagogy in Indian vocational education, frequently publishing research in international journals and contributing chapters to books on skill development.
