In a significant bureaucratic reshuffle, the Karnataka government has appointed senior IAS officer Manivannan P. as the new Commissioner of the Bangalore Development Authority (BDA). A 1998-batch officer, Manivannan will assume the role with concurrent charge, while continuing as the Principal Secretary of the Social Welfare Department. His appointment takes effect today, coinciding with the retirement of outgoing Commissioner Jayaram N.
The BDA, often in the spotlight for its handling of Bengaluru’s rapid and sometimes chaotic urban growth, faces mounting pressure to accelerate infrastructure delivery and restore public trust. Flagship projects such as the Nadaprabhu Kempegowda Layout in Kengeri have been marred by delays and criticism over inadequate infrastructure.
Deputy Chief Minister D.K. Shivakumar recently announced that the much-anticipated Skydeck project will be implemented within the Kempegowda Layout, signaling renewed focus on urban development in the area.
Manivannan’s appointment has been welcomed by civic voices, including entrepreneur and civic activist T.V. Mohandas Pai, who praised him as “action-oriented”. Pai’s endorsement reflects public expectations for more dynamic and accountable leadership within BDA and other planning bodies, especially in light of recent backlash over unplanned layouts and civic strain in India’s tech hub.
With extensive administrative experience across departments in Karnataka, Manivannan’s leadership comes at a critical time for Bengaluru’s planning ecosystem, which is under intense scrutiny for its role in shaping the city’s future.
