Odisha Cabinet Approves Rs 2,781 Cr Comprehensive Flood Management Scheme

The Odisha Cabinet today approved the “Comprehensive Flood Management Scheme,” which would cost a total of Rs 2,781 crore, in a historic move to address frequent floods. Over the following five years (FY 2025–2026 to FY 2029–2030), the program will be conducted wholly with state funds.Due to its location along the Bay of Bengal coast, Odisha is extremely susceptible to cyclones, storm surges, and floods. Approximately 33,400 square kilometers, or nearly one-fifth of the state’s total territory, are vulnerable to flooding.

Due to high rainfall, siltation of riverbeds, inadequate drainage, unfavorable terrain, and the effects of climate change, flooding has become a common monsoon occurrence.In order to reduce flood-related damage, the new plan uses an integrated strategy that combines structural and non-structural approaches.

Raising and fortifying embankments, protecting salty embankments, restoration projects, and preventing coastal erosion are examples of structural elements. Flood forecasting, flood preparedness, floodplain zoning, procedural changes, and enhanced rescue operations are examples of non-structural interventions. When the plan is put into action, it should greatly lessen the harm that flood situations do to people, villages, and agricultural land. Additionally, it will raise public knowledge and readiness throughout the state and encourage sustainable flood control techniques.
