Rs 6000 Cr ‘One Nation One Subscription’ Scheme To Benefit 1.8 Cr Students, Researchers

With an investment of Rs 6,000 crore, the Center authorized the “One Nation One Subscription” plan to give students, educators, and researchers nationwide access to worldwide high-impact academic research papers and journal publications. According to the Union Cabinet, the fund, which is a new central sector initiative, will support researchers and students at all higher education institutions run by the federal government, state governments, and central government research and development institutions. It is allotted for three calendar years (2025, 2026, and 2027).

Nearly 1.8 crore students, faculty, researchers, and scientists from all disciplines—including those in tier 2 and tier 3 cities—will have access to a wealth of knowledge published in prestigious scholarly journals thanks to the initiative, which will promote both core and interdisciplinary research in the nation. The Cabinet claims that “One Nation One Subscription” now includes 30 significant international journal publishers. According to the Cabinet, approximately 6,300 government higher education institutions and central government research and development organizations will now have access to all of the almost 13,000 e-journals published by these publishers.

Through a completely digital approach, access to journals will be made available nationwide through a subscription managed by the Information and Library Network (INFLIBNET), an independent inter-university center of the University Grants Commission (UGC). This will support the Anusandhan National Research Foundation’s (ANRF) effort to encourage research and development and cultivate an innovative and research-oriented culture throughout government colleges, universities, research facilities, and R&D labs. The writings of Indian writers at these institutions and the use of the One Nation One Subscription will be reviewed by the ANRF on a regular basis.

According to the Cabinet, the Department of Higher Education will establish a single site called “One Nation One Subscription” that would allow the institutions to access the publications.
