Spearheaded by the Shree Jagannatha Temple Management Committee (SJTMC), this ambitious project seeks to not only enhance the infrastructure but also preserve the cultural heritage surrounding the divine abode of Lord Jagannatha.

From Chief Secretary Sri Suresh Chandra Mahapatra to Superintendent of Police Dr. Kanwar Vishal Singh, this collective effort is a testament to the convergence of tradition and modern governance.

Charting the Course
The journey began in November 2019 with the initiation of land acquisition and the formulation of a Rehabilitation and Resettlement Package. The subsequent year saw meticulous planning, incorporating feedback from various committees and stakeholders. The final master plan, unveiled on 15th February 2021, stands as a testament to a collaborative effort that respects both the past and future.
ABADHA: Nurturing the Soul of Puri
Cabinet approval on 19th October 2019 marked a significant milestone for the Augmentation of Basic Amenities & Development of Heritage & Architecture at Puri (ABADHA) Scheme. This comprehensive plan includes land acquisition, rehabilitation, road improvements, and the development of pilgrim facilities. The project is divided into two phases, with a total investment of 3200 Cr, ensuring a holistic rejuvenation of Puri.

The ABADHA Scheme unfolds through 22 projects, each designed to enhance the spiritual and infrastructural landscape of Puri. From the Shree Jagannatha Heritage Corridor to the Rehabilitation Plan & Projects, the canvas is vast, catering to the diverse needs of pilgrims and residents alike.
People’s Voice: A Crucial Component
Public participation is at the core of SJHC’s success. The draft plan, released for public consultation in December 2019, garnered more than 300 suggestions. From architecture and security to waste management and public amenities, the people’s voice echoes in every aspect of the project.

Over 51 meetings with various committees, including the Cultural Advisory Committee and the Technical Advisory Committee, showcase the meticulous planning that precedes each step. With 87% of the required land already acquired, the compensation process reflects a conscientious effort to address the needs of families, businesses, and religious institutions affected by the development.
Compensation has been disbursed judiciously, acknowledging the significance of Mathas, street vendors, and individual families in the town’s social fabric. The total expenditure of 289.34 Cr not only reflects financial responsibility but also underscores the project’s commitment to inclusivity.
