Usha Padhee, Principal Secretary Housing & Urban Development, has issued a directive stressing timeliness and professional behavior among all ULB staff in a determined effort to improve accountability and transparency in ULB administration throughout the state.
The directive recommends the installation of CCTV surveillance systems within office premises to monitor staff conduct and public interactions. In addition, Padhee has called for uniform commitment from all staff under ULBs, acknowledging the commendable efforts of Executive Officers (EOs) in maintaining punctuality. Padhee has urged EOs to lead by example and implement biometric attendance systems without delay in order to institutionalize discipline, ensure timely delivery of public services, and reinforce citizen trust in local governance, according to an official press release. These actions are part of a larger initiative to promote a citizen-first culture and responsive administration.
“The time has come for a cultural shift in governance — one that reflects integrity, responsiveness, and efficiency. Punctuality and professional behavior should be non-negotiable, and flexibility may only be allowed in exceptional circumstances,” said Padhee.
Arindam Dakua, Director of Municipal Administration (DMA), has been directed to keep a close eye on how these measures are being implemented and make sure that all ULBs are complying. These programs support the State’s goal of providing open, effective, and citizen-friendly urban services, therefore fortifying the basis of public accountability and urban government.
