Odisha To Use AI-Based Geofencing Software To Issue Pollution Control Certificates

The Odisha government intends to mandate geofencing for all car emission testing facilities in an effort to deter misconduct in the issue of pollution under control certificates (PUCC). By taking this action, the Transport department hopes to guarantee that cars are physically inspected before being granted certifications. Owners will need to bring their cars to certain testing locations under the new GPS-based system. Before processing applications, operators would then carry out checks and take live photos and videos.

Transport Commissioner Amitabh Thakur stated that trial runs of an AI-enabled geofencing program, PUCC version 2.0, are being carried out for its quick deployment in response to complaints of cars securing PUCC without physically showing up at testing facilities. All centers would be geo-fenced, according to additional commissioner Dipti Ranjan Patra, allowing officials to confirm the real presence of cars prior to issuing certificates. To monitor car arrivals and departures, geofencing establishes a 200-meter virtual perimeter around a site.

He stated that PUCC version 2.0 would be connected with the Vahan site and that testing facilities will have to set up an application that logs the coordinates of cars coming in for inspections. The vehicle’s existence inside the geofenced region will be verified by the application. According to him, the PUCC application can only then be processed by the program. As of right now, auto emission testing facilities simply need a picture of a car’s license plate to produce certificates. This is a flaw that allows businesses to issue fictitious PUCCs at clients’ doorsteps without requiring the actual presence of cars.

In order to tackle this, PUCC 2.0 will mandate a landscape image of the vehicle at the testing centre, a short live video of the emission test captured via the PUCC app and geo-location data from the mobile device used to capture the photo and video, Patra said.
