FEATURE:In the healthcare landscape of Odisha, Ganjam’s Health Administration become a key department of Odisha Govt. in driving transformative change in health sector. The Collector and DM, Ganjam, Shri Dibya Jyoti Parida, IAS with over eight years of experience in public health sector and his innovative initiatives specially Nirikhyana have not only addressed pressing health concerns but have also empowered communities, particularly women and children. These efforts have been instrumental in improving healthcare accessibility, especially in rural and underserved areas of the district.
One of the most impactful contributions to Ganjam’s healthcare system is the Nirikhyana Programme, a pioneering initiative designed to safeguard the health of pregnant women and their babies. Launched in September 2022 with the support of Shri Dibya Jyoti Parida, IAS, District Magistrate of Ganjam, the program provides free ultrasound (USG) tests to expectant mothers with help of mobile app services, particularly in remote areas where healthcare services are often limited. To date, over 97,000 USG tests have been conducted, benefiting more than 85,000 pregnant women. This free srvices is freely availble both in Govt. and Private Facilites. Looking in to the effectiveness of programme the the said scheme has received ISO 9001-2015. This initiative has played a crucial role in improving maternal and child health outcomes, ensuring that every expectant mother has access to essential prenatal care. The Govt of India Maternal Health Division during visit to the Ganjam district also appreciated the this scheme.
Shri Dibya Jyoti Parida, IAS, has played a pivotal role in the success of the Nirikhyana Program. His leadership, vision, and commitment to public health have been vital in securing the necessary resources and support to launch and sustain the program. By closely collaborating with Ganjam Health Administration and other stakeholders, Shri Parida has helped ensure that innovative healthcare interventions (Nirikhyan) reach the most underserved and vulnerable populations in the district.
In rural areas, access to healthcare is often hindered by geographical and financial barriers, leaving many pregnant women without necessary prenatal care. The Nirikhyana Program has effectively addressed these challenges by providing free and easily accessible ultrasound services. This has enabled the early detection of high-risk pregnancies, such as those involving pre-eclampsia, gestational diabetes, and fetal growth restrictions, allowing healthcare providers to intervene before complications arise. Early detection is critical in preventing life-threatening issues for both mothers and babies.
The success of the Nirikhyana Program is evident in the significant improvements in maternal and neonatal health outcomes in Ganjam. Pregnant women, especially in rural areas, now feel more confident and secure, knowing that both their health and the health of their babies are being carefully monitored. Healthcare providers in the district have reported a noticeable decline in maternal and neonatal mortality rates since the program’s introduction.
What sets the Nirikhyana Program apart is its inclusive approach, ensuring that no pregnant woman is left behind, regardless of her location or socio-economic status. The program’s reach spans both urban and rural populations, making it one of the most comprehensive maternal health initiatives in the state. By focusing on marginalized communities, the program has significantly improved healthcare equity in Ganjam, ensuring that all women have access to life-saving care during pregnancy.
Beyond the Nirikhyana Programme, Ganjam’s DPM NHM has been instrumental in implementing a range of public health initiatives aimed at improving healthcare access and infrastructure in Ganjam. One of another innovation initiatives is the door-to-door digital health surveys Arogyam conducted by Accredited Social Health Activists (ASHAs) and Auxiliary Nurse Midwives (ANMs). These surveys identify individuals with chronic conditions such as hypertension, diabetes, and cancer, enabling healthcare providers to offer timely medical interventions. These surveys have been especially effective in reaching individuals in remote villages, ensuring that they receive the care they need at local health centers, preventing the escalation of chronic conditions.
In addition to chronic disease management, preventive healthcare initiatives have been a priority. Through vaccination campaigns, health education programs, and regular health check-ups, Ganjam’s DPM has helped district administration raise awareness about the importance of preventive measures. These efforts have contributed to a reduction in diseases like tuberculosis, malaria, and COVID-19 in the district. Promoting healthier lifestyles and regular medical check-ups has played a vital role in improving overall public health.
Ganjam’s DMs approach to healthcare is grounded in the belief that healthcare is a universal right, not a privilege. Their leadership has been crucial in making healthcare more accessible to vulnerable populations, particularly women and children. They have always emphasized that health interventions must be inclusive and community-driven, focusing on the needs of the most underserved areas. This philosophy has been central to the success of their health programs, which have made a tangible difference in people’s lives.
The collaborative efforts of local healthcare workers, including ASHAs and ANMs, have been essential to the successful implementation of innovative programs like Nirikhyana. The collective support from the district administration, healthcare professionals, and community members has been critical in ensuring that these initiatives reach those who need them most.
The impact of these efforts extends beyond Ganjam’s borders, offering valuable lessons for other regions. The approach to maternal and child health—prioritizing early intervention, community involvement, and equitable healthcare access—has become a model for other districts in Odisha and beyond. The Nirikhyana Program, in particular, serves as an example of how district-level innovation can bridge the healthcare gap and improve public health outcomes.
Looking ahead, Ganjam’s DM remains dedicated to expanding healthcare services and ensuring that the most vulnerable populations in Ganjam continue to have access to the best possible care. Their work is far from over, as they continue to focus on improving health literacy, addressing emerging health challenges, and ensuring that every woman and child in the district has the opportunity to lead a healthy life.
The transformative work led by Ganjam Health Administration, with the steadfast support of Shri Dibya Jyoti Parida, IAS, has revolutionized maternal and child health in Ganjam. Through the Nirikhyana Programme and other public health initiatives, healthcare access has significantly improved, especially for women and children. As these efforts continue to grow, the vision for a healthier, more inclusive society will inspire others to ensure that healthcare services are accessible to all, regardless of background or location.
