FEATURE: India’s emergence as a digital powerhouse is no accident—it is the result of strategic planning, policy support, and visionary leadership. One of the key institutions driving this transformation is the Electronics and Computer Software Export Promotion Council (ESC). Established in 1989 under the Ministry of Commerce & Industry, ESC has evolved into the country’s leading trade promotion body for electronics, IT, and software exports, connecting over 2,300 Indian companies to global markets.
At the heart of ESC’s growth story is Mr. Gurmeet Singh, a leader whose three-decade-long association with the council reflects the arc of India’s own tech-export journey. Under his stewardship, ESC has become a platform not just for market access—but for innovation, policy advocacy, and global collaboration. His vision has helped position Indian companies on the world stage, expanding exports to over 160 countries and ensuring India’s digital voice is heard loud and clear.
When Mr. Gurmeet Singh first stepped into the modest offices of the Electronics and Computer Software Export Promotion Council (ESC), India’s ICT exports were valued at a few million dollars, with the U.S. as the primary destination. Today, those numbers have skyrocketed to over $200 billion, touching more than 160 countries. For Mr. Gurmeet Singh, this remarkable transformation has not merely been a career milestone—it has been a lifelong mission, grounded in passion, perseverance, and an unwavering belief in India’s ability to lead on the world stage.
Born with an innate curiosity for business and global trade, Mr. Gurmeet forged his own path through academia, culminating in an MBA in International Marketing. But it was not the classroom alone that shaped his understanding of the industry. It was three decades of hands-on experience—navigating global shifts, negotiating trade policy, and steering the ESC through unprecedented change—that honed his leadership. “The most valuable lessons weren’t learned in classrooms,” he often reflects. “They came from boardrooms where every decision could ripple across an entire sector.”

From the beginning, he saw ESC not just as a job, but as a platform to serve a higher purpose. As Indian electronics and software began to find their footing in global markets, he absorbed the legacy of visionary predecessors and industry stalwarts in the ESC Executive Board — who transformed the council from a modest facilitator into a powerhouse of digital diplomacy. “I owe immense gratitude to my predecessors and industry leadership,” Mr. Gurmeet says, “but it’s the relentless dedication of colleagues, past and present, that has strengthened this organization at every turn.”
When Mr. Gurmeet assumed leadership of ESC, India’s digital economy was still in its infancy. Over the past decade, three seismic shifts have defined this evolution: a national drive to make the digital economy a primary growth engine; the realization that ICT exports could help bridge trade deficits; and a concerted effort to elevate electronics exports to rival software exports. These milestones, he insists, were not accidents—they were the result of bold thinking, proactive policy, and collaboration across sectors.
At the core of his leadership philosophy is the belief in strategic partnerships. He has ensured ESC works in harmony with key industry organizations across the country and a strong network of 50+ ESC MOU Partner Associations globally. “When ESC collaborates with like-minded institutions, India’s export potential truly expands,” he notes. By aligning efforts and building synergies, Mr. Gurmeet has ensured that innovation, competitiveness, and global relevance remain ESC’s guiding pillars.
But for him, ESC’s mission goes beyond identifying global markets. He believes true success lies in innovation, disruption, and forward-looking R&D. “Without cutting-edge ideas and research, we can’t compete globally,” he explains. Under his watch, ESC has created an ecosystem where exporters, manufacturers, and technologists can collaborate, innovate, and scale. Whether facilitating international trade delegations, hosting technology forums, or curating sessions at flagship events like IndiaSoft and the India Electronics Show, Mr. Gurmeet ensures Indian companies are exposed to the latest global trends and technologies.
As India eyes its $1 trillion digital economy ambition, he has guided ESC to play three critical roles. First, as a policy advocate: ESC helped shape India’s Production Linked Incentives (PLI) for the electronics and telecom sectors, designed to bolster domestic manufacturing and attract global investment. Second, as an implementation partner: ESC provides real-time industry feedback to the government, highlighting gaps and suggesting course corrections. Third, as a visionary architect: Mr. Gurmeet and his team continuously refine policy proposals to prepare for future market demands.
“In today’s volatile trade environment, exporters face complex challenges—tariff wars, geopolitical shifts, cybersecurity risks, and intellectual property hurdles,” he explains. ESC, under his leadership, has become a strategic advisor for Indian exporters, offering insights on tariff implications, compliance needs, and opportunities in emerging markets. Mr. Gurmeet has also championed bilateral trade agreements—such as the India-UK FTA and ongoing India-U.S. negotiations—ensuring Indian businesses benefit from favorable export conditions.
Looking ahead, Mr. Gurmeet sees the future of India’s tech exports being shaped by breakthroughs in artificial intelligence, the Internet of Things (IoT), semiconductors, and clean energy. The pace of change in the ICT sector, he observes, is unrelenting, with significant innovations every six months. He has encouraged Indian firms to go beyond traditional strengths like software services, urging them to lead in AI-driven data centers, cloud platforms, and smart devices. The transition from a net importer to a $35 billion smartphone exporter, he believes, is proof of India’s disruptive potential.
Sustainability and ethical trade are equally integral to his vision. Under his guidance, ESC has integrated green innovation and social responsibility into its agenda—through e-waste management programs, sustainable supply chain practices, and compliance with international standards. “We want Indian products to not only perform but reflect our commitment to the planet and people,” he affirms.
Beyond policy frameworks and export data, Mr. Gurmeet is driven by a deeper calling—to mentor the next generation of innovators and entrepreneurs. He dreams of creating platforms where young Indians are empowered to “dream big and achieve beyond limits.” His passion for sustainability also fuels a long-term vision to support scalable green-tech startups that merge innovation with environmental care.
For Mr. Gurmeet, the mission is clear: to turn India from a rising digital player into a global technology superpower. “We are a nation of brilliant minds and fearless visionaries,” he declares. “Now is the time to think bigger, move faster, and lead boldly.” His message to young entrepreneurs is unequivocal: “Think beyond borders. Build boldly. Take risks. Push boundaries. The future isn’t waiting—it’s ours to create, shape, and lead.”
Through every milestone achieved, every policy shaped, and every entrepreneur empowered, Mr. Gurmeet Singh’s journey is not just his own—it is the story of India’s emergence as a global leader in technology exports. And through the tireless work of the ESC, that story is only just beginning.
