Odisha Assembly Passes Rs 17,440 Cr Supplementary Budget

The ₹17,440 crore Supplementary Budget for the fiscal year 2025–2026 was approved by the Odisha Assembly on Monday. Chief Minister and Finance Minister Mohan Charan Majhi claimed that the funds demonstrate the government’s dedication to long-term economic transformation, fiscal restraint, and inclusive development. In response to the discussion surrounding the supplemental demands, Majhi stated that the extra spending, of which ₹13,716 crore is program expenditure, has been carefully planned to expedite the social sector reforms, infrastructure development, and welfare initiatives outlined in the main budget of ₹2.9 lakh crore that was passed earlier this year.

Majhi reaffirmed the state’s sound financial standing, pointing out that Odisha still has a 1.3% revenue surplus, a debt-to-GSDP ratio of 11.9%, and a little 2.2% interest payment load. In contrast to what he called “poor fiscal practices” in several Congress-ruled states, he called Odisha’s economic management “the best among all states.”

Key sectors such as Food & Consumer Welfare (₹4,329 crore), School & Mass Education (₹2,000 crore), Health & Family Welfare (₹1,159 crore), Agriculture and related sectors (₹1,673 crore), and Women & Child Development including Mission Shakti (₹1,557 crore) have been allocated a substantial amount of the supplemental funds. According to Majhi, these clauses highlight the government’s emphasis on women, students, and farmers.

The Chief Minister underlined the importance of infrastructure in promoting growth while reiterating the government’s overall objective to create a “Vikshit Odisha” by 2036 in accordance with the country’s aim of a “Vikshit Bharat 2047.” He mentioned Odisha’s capital investment spending of ₹65,120 crore—6.11% of GSDP, the highest in the nation—and highlighted the Center’s expedited clearance of significant road, rail, and semiconductor manufacturing projects.
