Odisha as the only state among three who successfully meet the standard set out by Model Prison Manual and is also at the number third position in policing among the 18 large and mid-sized states which are ranked by India Justice Report 2020.
As per the official reports apart from Odisha the other states which have been found to follow the benchmark are Jammu & Kashmir along with Bihar. The report further states that there should be one correctional officer for every 200 prisoners and one psychologist or a counsellor for every 500. Odisha secured its place in Policing with a score of 5.59 out of 10 to be placed just behind Karnataka (5.71) and Chhattisgarh (5.63).
The report ranked states overall on four pillars — judiciary, police, prisons and legal aid.
The DGP of Odisha announced via its official Twitter account – “Very happy to note that Odisha has been ranked third in Policing among 18 Large and midsized states ranked by prestigious “India Justice Report 2020”
Even with a prison population of over 100,000 Uttar Pradesh has sanctioned only two correctional officer posts and with a far lower population of 18,654 inmates, Jharkhand has four correctional officer posts.
As for judicial system, India has one judge for every 50,000 citizens, while one policeperson is responsible for safety of 858 people in India.
With a score of 5.77 out of 10, Maharashtra topped among large and mid-sized states, followed by Tamil Nadu and Telangana. Significantly, Uttar Pradesh was at the bottom of rankings, scoring 3.15 out of 10.
