On Friday, the Odisha government officially announced its decision to reinstate the Odisha Civil Services (Rehabilitation Assistance) Rules, 1990, to facilitate compassionate appointments for the families of deceased government employees. Under these restored provisions, one eligible family member of the deceased may be appointed to a Group C or Group D post, based on certification provided by the district administration.
This move marks a rollback of the Odisha Civil Services (Rehabilitation Assistance) Rules, 2020, which had replaced the district-issued certificate system with a complex CCR-based marking system for evaluating eligibility. The 2020 regulations, which were in effect from 1990 to 2020, frequently made things more difficult and prolonged the grieving process for families. With the new notification, the state government has made it clear that the 1990 rules will apply to cases where the government employee died prior to the enforcement of the 2020 rules.
Chief Minister Mohan Majhi announced the decision, which was approved by the Cabinet last month. He recognized that the 2020 guidelines had created obstacles that had prevented many families from receiving timely help. He said that a number of these families have been forced to pursue legal action.
