State Targets 50% BEV Registrations By 2036

The Government of Odisha’s Commerce & Transport Department and Energy Department collaborated to hold a high-level brainstorming session today to discuss the impending Odisha Electric Vehicle (EV) Policy 2.0, marking a significant step toward clean and sustainable mobility. Principal Secretaries Vishal Kumar Dev of the Energy Department and Usha Padhee of the Commerce & Transport Department co-chaired the meeting. In order to further Odisha’s transition to electric transportation and meet important goals, senior officials from both departments participated in in-depth talks.

By 2036, it was decided to have at least 50% of newly registered vehicles be battery electric vehicles (BEVs). The number of EV vehicles registered is increasing. From the 1.16% EV registration rate in 2021 to the current 8.71% as of June 20, 2025, this is a major step.

There are already more than 550 Public Charging Stations (PCS) in Odisha, including captive infrastructure run by oil marketing companies, DISCOMs, and two-wheeler OEMs. An RFP for the construction of EV charging stations at key places around the state has already been released by the State Transport Authority (STA). The state is currently updating the Odisha EV Policy 2021 to include the following essential components: Validity extension and improvement of incentives for Charge Point Operators (CPOs) and EV purchasers. First-come, first-served (FCFS) state budget incentives for empanelled CPOs are being investigated in order to establish a specialized EV fund to aid in infrastructure and adoption. PCS is being rapidly implemented in urban and semi-urban regions to address range anxiety.

To guarantee equitable and balanced EV growth, a comprehensive strategy is being used to increase demand (consumer incentives) and supply (manufacturing ecosystem). Odisha will aggressively use the Government of India’s PM e-DRIVE Scheme to offer financial support for the adoption of EVs. Suggestions for inclusion in the scheme guidelines have already been submitted by the Commerce & Transport Department. The state intends to attain 50% adoption of electric and alternative fuel vehicles by 2036 as part of the larger Odisha Vision 2036.

The significance of an integrated and data-driven approach in the development of the EV Policy 2.0 was emphasized during the discussion. This updated policy will be based on industry contributions, interdepartmental collaboration, and lessons learned from the present policy’s execution. This ambitious project reaffirms the government of Odisha’s dedication to encouraging green transportation, cutting carbon emissions, and making the state a national example for EV ecosystems.
