The University Grants Commission (UGC) has established the minimum qualification for teachers’ appointment in universities and colleges in its new regulations to maintain higher education quality.
As per the newly regulated norms, the candidates have to compulsory to hold a Ph.D. degree while applying for an assistant professor’s post. In the earlier Regulations of 2010, the incentives given to teachers and amendments have been clutched, including for M.Phil/Ph.D.
In fact, the Academic Performance Index (API) based Performance Based Appraisal System (PBAS) system has been eliminated. The promotion criteria under creativity, activity, service (CAS) for the university teachers have been made further research-oriented, while with the college teachers, the CAS criteria are more focused on teaching.
Now the provision for the promotion in college will be up to the professor level. For the recruitment of Assistant Professor in universities and institutes, a specific provision has been made for those who have a Ph.D. Degree from a university or institution in the top 500 global rankings.
Ph.D. Degree has been made compulsory for promotion to Assistant Professor (Selection Grade) in colleges from July 1, 2021. Similarly, Ph.D. Degree will be required for direct recruitment to Assistant Prof in Universities with effect from July 1, 2021.
The weightages are assigned for CAS regarding massive open online courses (MOOCs) and E-Content in universities and colleges. Even the Universities will accord permission and provide need-based facilities to the college teachers to supervise Ph.D/M.Phil scholars.
A particular category of medal winners in Olympics, Asian Games, and Commonwealth Games in eligibility criteria for Assistant Director/College Director, Physical Education, and Sports, and Deputy Director, Physical Education and Sports in the universities has been made to encourage sports in universities and colleges.
