Secretaries are not allowed to take part in Cabinet talks unless officially authorized or requested, according to the memo. Strict requirements for submitting Cabinet Memoranda and associated papers are outlined in the circular, which was released by Additional Chief Secretary Surendra Kumar of the Parliamentary Affairs Department. Unless the Chief Minister grants permission, these documents must be submitted at least three working days in advance.
Secretaries are not allowed in the Cabinet Room during meetings unless their matter is being discussed, according to the memo. Secretaries must remain apart and only enter the Cabinet Room when necessary, even during the discussion of their case. The relevant Minister is in charge of making sure the decision is carried out after it has been made. The circular makes it clear that secretaries’ statutory rights under the Rules of Business do not alter, even while it tightens procedural control and restricts their participation and influence during Cabinet sessions.
