Odisha To Implement E-Muster Roll In All Government Departments By Jan 2021

The Odisha Government has decided to launch the e-muster roll so that the payment of wages to workers will be done without any delay and this will also restrict the manipulation.

The e-muster roll will help to control the minimum wages and appropriate deposit of ESI and EPF dues from 2nd October. This assigns to the application of technology for keeping an error on payment of wages to laborers along with EPE/ESI deposits. In a review meeting with Chief Minister Naveen Patnaik the decision was taken.

Henceforth the wages will be directly transferred to the bank accounts of the laborers. The muster rolls will be maintained in an electronic format which will prevent any manipulation and will ensure transparency.

Within the first phase, the initiative will be executed in projects worth more than 10 crores in the departments of works, water resource,  Panchayati raj, drinking water, rural development, and housing and urban development. Under the 5T (Transparency, Teamwork, Technology, Timely implementation leading to Transformation) the Works Department will be the nodal department. There will be an accent on the use of robot technology in implementing this action along with empowering the legal framework. All departments should have built-in systems for incentivizing and penal terms.

 According to the order, all departments will have the system in place by 1st January for universal implementation of the muster roll.

The cabinet has allowed a proposal of the finance department to amend the Odisha Goods and Service Tax (OGST) Bill, 2017.
