By May 2026, the Odisha government plans to implement a “Auto Appeal System” under the Odisha Right to Public Services Act (ORTPSA) with the goal of improving administrative accountability and strengthening time-bound public service delivery. At a review meeting of nodal officers from 32 departments on April 29 at the Convention Center in Lok Seva Bhawan, the decision was made public. Suresh Kumar Vasisth, Special Secretary of the General Administration & Public Grievance (GA & PG) Department, presided over the meeting.
Speaking to the crowd, Vasisth said that the Auto Appeal provision, which will automatically elevate service requests to higher appellate authority if designated officials do not deliver within the allotted timeframe, has been authorized by the state Cabinet.
Pinaki Mohanty held a technical session where she described the design of the suggested system and the state of ORTPSA deployment across departments. He clarified that in the event of delays, the digital framework will initiate automated appeals, eliminating the need for individuals to physically file them. Additionally, he said, the system would enable real-time tracking of file movement throughout all departments, increasing efficiency and transparency while lowering the need for in-person visits to government buildings.
Speaking on the initiative, Debabrata Mallick, Additional Secretary of the GA & PG Department, emphasized the importance of the reform in the current governance landscape. He noted that while ORTPSA has already streamlined several services, the Auto Appeal feature would act as a crucial safeguard for citizens’ right to timely service delivery.
